He really does it by the book. If you talk with him, he will explain that many of the items he mentions are not required by code, and he wouldn't recommend doing them unless you wanted a "perfect" house, which a house built in 1938 will never be. He will also point out that the condition of the house is well within the range of what is typical for that area, including the soil condition and settling of the house. I had Sam do the inspection when we bought the house two years ago, and I took all of this into account in making the decision to buy it.
